Adds basket creation possibility to the Model Baker processing algoritm.

This is often needed, after you created a schema and are not importing data from an XTF, but importing data e.g. from a non-INTERLIS source.

The algorithms for GeoPackage and PostgreSQL are located in the Model Baker group in Database subgroup:

Input parameters are the following:

• Dataset defines the name - when this dataset not exists yet, it's created in this algorithm.
• Create baskets for relevant topics only defines if the baskets for base topics having a proper extension and are usually not used in the project, are not created.
• Basket ID Template allows you to set a template for all the basket ids. Of course you might have (technically) different basket id domains (uuid, integer, standardoid etc.) for your topics and a general override would lead to issues (invalid baskets), but in reality a model mostly uses one type of basket ids.

Technical Info:

The class extends the ili2db classes even though it's in the end not using ili2db. But for using the same way of database connections this is imo the cleanest approach.
