Follow-up to #333 (thanks @LilMGenius): - CHANGELOG: the friction gate advisory only applies when the opt-in hooks/_deprecated friction hook is enabled. - pabcd-state cli.ts comments now describe the context-only envelope (additionalContext, no permissionDecision) instead of the old allow envelopes; dist rebuilt.

See CHANGELOG[0.2.46].No hook declaration changed.
Validation: #305, #312, #333 and #335 were green on their heads; #336 was 14/14 green. CI, WSL and Packed install lifecycle were all green on dad6498 (the dev head before the bump). Local at the release head:
check-versions.mjs 0.2.46OK, build with no dist drift, gate, smoke,inventory.mjs --check --tests 3879OK,npm test3879 tests, 3803 pass, 0 fail, 76 skipped (linux, repo-map smoke skipped). This merges once CI, WSL and Packed install lifecycle are green on 2915878.
