dwc2: raise a low-speed interrupt bInterval below 10 to 10 - #4445
A low-speed interrupt endpoint must use bInterval 10–255 (USB 2.0 §5.7.4, §9.6.6). Shipping mice and keyboards are low-speed devices behind a full-speed hub and publish 1 anyway. On the ESP32-S2/S3 full-speed host that value re-arms the interrupt IN from its own NAK halt, so the preamble bus stays taken and the next low-speed control transfer stays parked.
hcd_edpt_open() raises a low-speed interrupt bInterval below 10 to 10. The host is allowed to poll slower than the endpoint asks. Full-speed and high-speed intervals are unchanged. The turn rule from the first commit on this branch is removed again: capping the interval leaves the frames in between free, instead of sharing every frame between two bInterval 1 endpoints.
Test plan
ESP32-S3 USB-OTG host, full-speed hub, low-speed Dell mouse 413c:301a and low-speed keyboard 1a2c:212a, both advertising interrupt bInterval 1, plus a full-speed MSC 058f:6387
With this hcd_dwc2.c and no turn rule, cold-plug enumeration of that trio stayed reliable and both HIDs kept reporting. The host application still aborts an already-armed low-speed IN while the next device enumerates; that is not part of this PR
High-speed DWC2 is unchanged: the cap applies only when tuh_bus_info_get() reports TUSB_SPEED_LOW

What changed in this PR
Restores low-speed channel fairness in the DWC2 host driver so devices reporting bInterval=1 do not starve other low-speed transfers behind a full-speed hub.
Changes:
Tracks the last channel to hold the bus and makes it yield when another channel is waiting.
Allows the current bus owner to continue multi-packet IN transfers without yielding.
Clears the last-channel state during disconnect cleanup.

Restores low-speed turn-taking while preserving in-flight transfer progress.
@HiFiPhile@hathach Can you please take a look if this change can be mergable as shipped mouses/keyboards actually publish bInterval 1 even tho its outside of the specification range? If not, in that case we will need to use a patch for Arduino lib-builder, as this change is really making a big difference in the reliability of mounting devices. Thanks

Walkthrough
For non-high-speed interrupt endpoints, the DWC2 driver now uses a local interval value. If the device is low speed and the descriptor interval is below 10 frames, the driver uses 10 before converting the interval to microframes. Other speeds and low-speed intervals of 10 or more retain the descriptor interval.
Merge Risk: Moderate · up to 5d860
The change helps low-speed devices behind full-speed hubs, but a multi-packet IN transfer that is NAKed and deferred can corrupt data. Resolve this before merging. Parked-channel fairness with more than two devices is also still open.

### Issue 1
src/portable/synopsys/dwc2/hcd_dwc2.c:853-856
Clamping `bInterval=1` changes how partially completed IN transfers retry. An app can use `tuh_edpt_xfer()` to request 16 bytes from an 8-byte low-speed interrupt endpoint. If the first packet succeeds and the next gets a NAK, `channel_xfer_in_retry()` now frees the channel instead of keeping it.
The next attempt clears `xferred_bytes` and restarts with the original buffer and length. Later packets therefore overwrite bytes already received. Preserve the received bytes and remaining length before moving these transfers onto the slower retry path.

Summary
Replaces the low-speed turn rule with a minimum 10-frame interrupt interval in hcd_dwc2.c.
Low-speed interrupt polls wait at least ten frames.

Rotate priority among all parked channels.
When two bInterval=1 IN channels repeatedly NAK, they can alternate claims ahead of a third parked channel. The third transfer can remain unstarted indefinitely. Rotate replay priority among all parked channels instead of excluding only the last claimant.

Good point @HiFiPhile and done. The follow-up commit drops the turn rule, and the branch now only raises a low-speed interrupt bInterval below 10 to 10 in hcd_edpt_open(). Full-speed and high-speed intervals are unchanged, so two of these endpoints no longer take every frame.
That is the build we ran: ESP32-S3, full-speed hub, Dell mouse 413c:301a and keyboard 1a2c:212a (both low-speed, both advertise bInterval 1) plus a full-speed MSC. Cold-plug and stress test enumeration stayed reliable and both HIDs kept reporting.

Preserve partial IN data before deallocating the channel.
On a full-speed root port, the clamp moves low-speed bInterval=1 endpoints to the deferred retry path. In slave mode, if a multi-packet IN transfer receives a full packet and then NAKs, the next channel allocation clears xfer->xferred_bytes. The restart uses the original buffer and length, so it can overwrite the received data.
Preserve the accumulated length across deferral and resume from the remaining buffer.

Preserve the accumulated IN-transfer length before the channel is released
through channel_dealloc in the deferred retry path. Update the resume logic to
continue from the remaining buffer and transfer length, while retaining the
existing behavior for transfers without partial data.
