Five conferences have been enacted, and their pages said nothing about how the law settled what the House and Senate disagreed on. Each question on a conference with a report now says how it was resolved: in one chamber's text, combined, modified, new or dropped, with a note when only wording changed. The page counts these in a bar and chips that filter the questions, which are grouped by which bills took them up. The five enacted conferences get their 128 questions written up, and the sync now checks every question's outcome once a report is filed.

A question can now carry how the conference resolved it: an outcome
(Senate text, House text, combined, modified, new, dropped), a note when
small wording changed, which bills took it up, a one-line answer, what the
law says and why it matters. Once a report is filed, the page opens with
"How the conference resolved it": a bar and chips counting the outcomes,
with what the labels mean. The questions follow under "What needed to be
resolved, and how it was", grouped by which bills took them up and
filtered from the bar or a row of chips, with the points both chambers
passed listed as kept. Appointed conferences look as before.

The sync requires an outcome on every question once the report is filed
and refuses one before, refuses outcomes at odds with which bills took the
question up, and now refuses a misspelt key at any depth of a file.

Cannabis, child welfare, early literacy, home care and the PROTECT Act get
128 questions and 42 points settled before conference, from the reading of
each conference report against both engrossed texts. Each question is
worded as the others are, with citations in the bills' sections; statute
excerpts are left out.

Closes codeforboston#130
Verified: conference Jest, the conference sync integration tests, sync of
every conference file into the local emulator, yarn build:dev, and the
cannabis page beside the mockup at 1280 and 390 px (counts per conference
match the mockup's).
Not verified: the page by eye after the final cleanup, the child welfare
and PROTECT pages, and the label key opened. The "Across all 5" summary is
not built.

Request Review

jumpToSection replaced the history entry's state with null and rebuilt the
URL from the path alone. The resolution bar calls it on every click, so Back
from another conference after a bar click left that page on screen, and a
query string such as a feature flag was dropped. The tab row already kept
the state; both now share putHash.

Verified: conference Jest suites, including the tab test's state check
against the real putHash.
Not verified: Back after a bar click in a browser.

The sync's before-report check spelled the resolution fields out by hand
and missed why, so a why on an appointed conference synced and showed
nowhere. The fields are now listed once beside the runtype.

Also: the addressedBy groups are sections, so their aria-labelledby names
them; a chamber's silence is read from the question's own addressedBy
rather than a prop; hasReport no longer sits between takesTestimony and
its comment.

Verified: check-types, eslint and the conference Jest suites.
Not verified: the sync integration tests; a screen reader on the groups.
