Provide C++ encoder/decoder APIs (`TypeDefSetToProto`, `TypeDefSetFromProto`, `TypeDefToProto`, and `TypeDefFromProto`) for converting between `cel::TypeDefSet` / `cel::TypeDef` and their Protobuf representations, sharing `cel::ast_internal::TypeFromProto` and `TypeToProto` with `ast_proto`.
