fix(tasks): run the runtime's own rzm in checks and agent work - #79

The runtime runs with RZM_SKIP_REPO_DELEGATE so it does not re-delegate, and task checks and agents inherited it. A bare `rzm` there skipped repo delegation and ran whichever rzm was first on PATH, so the compounding check hit an old global binary without --check-credentials. The runtime starts with
RZM_SKIP_REPO_DELEGATE=1so it doesn't hand off to another binary a second time. Task checks and agents inherited that variable, so a barerzmin them skipped repository delegation and ran whateverrzmcame first on PATH.
