Tests and the new docs build can each be skipped on a PR, either with a
label ("skip tests" / "skip docs") or with a flag in the head commit
subject ([skip tests] / [skip docs]). Notebook execution is the slowest
job in the repo, so it becomes opt-in via a "tutorials" label rather than
opt-out via "skip tutorials". All of this is PR-only: pushes to main and
published releases always run everything.

Add a Docs job that runs the Sphinx build. That build previously only ever
ran on Read the Docs, so a broken cross-reference or conf.py change was
not caught until after merge. Notebooks are not executed there
(nb_execution_mode = "off"), which keeps it cheap; -W is left off for now
because the build currently emits 22 warnings.

Fix the skip-flag checkout, which used ref: ${{ env.GITHUB_SHA }}. That
expression is always empty, since GITHUB_SHA lives in the github context
and not in env, so on a PR the flags were being matched against the merge
commit's "Merge X into Y" subject and never matched anything. Read the
branch head instead.

Add "labeled" to the Tutorials pull_request triggers, without which
applying the label to an already-open PR would never start a run, and give
that workflow a concurrency group so toggling labels cannot stack runs.

Drop the duplicated check_skip_flags job from Tutorials; with a label-only
opt-in there is no commit message to inspect, so one copy remains, in CI.
