Summary

Add UOA-owned prepaid Voice grants, quotes, reservations, dispatch claims and receipts for Twilio call legs. Runtime operations use a dedicated machine key; grant creation requires a current selected-team manager actor.
Add call-bound registered-caller admission for a previously verified personal number. It does not issue a browser session or fresh possession proof.
Keep live Voice billing disabled until per-call ancillary charges and provider-enforced call cutoff have verified evidence. The deployment runbook names the exact activation checks.

Maxis isolated PostgreSQL: Voice financial integration (8), provider evidence (4), personal telephone (17), SMS regression (10), activation/policy (10) passed.
API and Admin typechecks and lint passed; headless desktop/mobile runtime-key screens passed.
No live Twilio call, charge receipt or cutoff test was run; live Voice remains disabled.
