The stream feature was introduced in SeaQL#3075 to be able to compile sea-orm without the `aliasable` crate. Unfortunately sea-orm-migration depends on fully featured sea-orm. This commit makes sea-orm-migration depend only on the features it requires from sea-orm. Resubmission of SeaQL#3200 which was reverted because it needs to wait for sea-orm 2.1, as a minor breaking change.

Resubmission of #3200 which was reverted because it needs to wait for sea-orm 2.1, as a minor breaking change. I marked the PR as draft so that it is not merged before 2.1
