Subject: [PATCH] Add kevklam to the File Uploads WG

Den Delimarsky asked for kevklam to join the File Uploads Working Group.
The file-uploads-wg team already holds admin on
experimental-ext-file-uploads, so adding him to the working group is
enough; no repoAccess change is needed.
